Is Pain the absolute strongest?

He can kill Kages, destroy entire villages, could've killed Naruto, he has the Rinnengan, six bodies, all with their own powers, and the Black Hole abilites, as well as the Sacred Revival of All Who Died jutsu. That's insanely impressive. tbh I wonder if Jiraiya could have defeated him even if he had known about his other bodies
