I think that it's possable that it may have been where Madara has been hiding for several years. Time may flow differntly there(it might be like nightmare relalm, where the user controls time/space), so he may have popped in and out over the years so that he wouldn't age physically. I mean, when he 'teleported' Sasuke and Karin there it looked just like it did when he 'teleported', they kindof swirled into his eye.

Anyway, i think it's just some dimension within Madara's eye that is most likely where he does his space-time jutsu and that place looks there's lotsa of room to put some bijuus there, ;P

So he could suck up the 9 bijuus if he got them and then 'suck' up the moon and get the juubi in his dmiension world then Madara's the juubi jinchuuriki, simple.
