I own and play the game, it's good, but I favor Ultimate 5/Accel 2 more, which I own as well.

I thought you had this game already. Anyway not including the filler arc the game covers the first 17 episodes of Shippuden. As for characters take all of UN3's roster, take out Might Suit Naruto and ANBU kakashi and add TS Naruto, TS Sakura, TS Shikamaru TS Team Gai, TS Sand siblings, Deidara, Hiruko Sasori and Chiyo and you have the UN4 roster.

I just gt it today.....Why did they only do 17 episodes?

Because at the time the game was made back in '07 the anime was only up to 17 episodes.
