It means it stays at the top of the page PERIOD. Even if it's not posted in for months or years it never moves. Stickies are mostly used for informative purposes like newbie guides or board made FAQs (that one being used alot on GameFAQs).

I'd assume it has to be relevant to the interests of the board and useful in the eyes of the mods for it to be stickied. I could be wrong however.

Somestime's when I thread is useful for other members in this site, they will sticky it. And if a thread is important for the Mod, Admins, or members they will announce the thread.
