You can't. You can't make a SG nor have your own SG.

Why Can't I have my own SG?

Answer: Its because of Lock down. As you can see many villages don't have SG's because of Lock down. The only village that have SG are

All of these SG were made before the Lock down happen. Sinse it happened and our to late you can't have a village.

ive got 96 points of rep, but didnt get an extra rep power at the 50 point mark. i had one rep power before it hit 50 points so shouldnt i have two now?

Nope, you will get another at 100. And another every 100 after that.

You get the first power early on, then it is every 100 points.

btw i think it says every 50 gets you a rep on the rep guide, so it may need changed.

You have to ask an admin for permission.
Other criteria is at least three hundred posts & a fair standing in rep; in other words, don't be a forum jerk.
