Profile Pic and Customization

I cannot customize my profile or upload a profile pic...:
Windows 7:
Google Chrome:

I can't tell if its forum rank or my computer being jank... I apologize if this is due to something idiotic...

You must have reached the appropriate post count (5), have 10 reputation points to customize your profile.

And as of now, profile pictures are reserved for participants in the War System. I'm sure someone here will elaborate further if you would like.

You get rep by making good posts. Asking for rep isn't allowed and will likely get you negative rep.

Yeah, pretty much. You can gain 10 posts really quickly though, faster than you can get 10 rep points
