OK NEW RULE!!!!!

Jiraiya cannot summon anyone, and no sage mode. normal battle (Big Rasengan is aloud BUT THATS IT)

Jiraiya STILL wins with other moves like Needle Jizo, Dark Swamp, Flame Bullets, and Rasengan.

indeed. jiraiya's too nice. tsunade doesn't pull a punch. we havent seen her FULL strength yet. or her array of ninjutsu.. lady hokage probably has a few things up her sleeve
