Actually I want to say Sai. Cause Sasuke and Naruto managed to beat Haku as genin, and Sai is shown to be faster than Naruto in Shippuden (at least before Sage Mode), so Sai could probably beat Haku.

Well we know Haku wasn't taking the fight against Naruto & Sasuke seriously. If he went all out he would definitely take Sai down.

Probably Haku as Sai hasn't shown many jutsu that overpowers people, but he was raised by the ANBU, and Root, so he must be powerful..

He will reveal his powers in the future though, and we will see how powerful he is. I'm sure when he reveals his powers, he will be able to own Haku.

He could win by powerscaling, as Naruto and Sasuke were mere genin when this happened. Just stating.
