the first one that Naruto used the jutsu on was Iruka Umino, he was angry after that, and yelled at naruto, it was not clearly shown whether he fell for it, or was startled by it, but the first to be shocked/startled was Iruka Umino.
the second one was Hiruzen Sarutobi by the way, when Naruto tried to steal the scroll.
he used it on the Third Hokage, the one to truly fall, and become unconscious because of the jutsu was the Third.

I didn't understand if you were asking if, like they were defeated by the jutsu, or if the first person the jutsu was used on, so I just gave both.

also, I know, that question is from TBC's trivia.
