Depends on whether Suigetsu has water of his own to drink.

If he does, he has a chance. Jirobo doesn't know about Suigetsu's ability, so Suigetsu could form into water, escape from Jirobo's dome thing, go underwater, and then go back up to slash Jirobo's head off.

If not, Suigetsu MIGHT win if he can hit Jirobo quickly enough, but if he can't, Jirobo wins.

with no water, jirobo most likely wins, suigetsu only has a limited amount of times to disperse wen hit.
also he can only expend so much energy without replenishing himself with water
also with jirobos dome, there isnt any way for suigetsu to escape, and he'll be sucked dry of chakra
