So Haku really is a girl!?

Normally I would be the guy to understand that he's a boy. The feminine clothes were fashionable for men in Japan, the light voice because he's young, and the hair isn't too surprising.

But in the war arc I'm pretty sure I saw him with lipstick? He also did that giggle.. I used to be the guy that wouldn't question his gender before but now I just don't know..

Did Kishi just give up and decide to make him a woman?

Haku is a male.. Just not the common typical male appearance. There are some guys who wear lipstick and nailpolish, heck even eye-liner and eye-shadow, in this world so no different on Naruto. Just put him under the weird male individual and that'll cover it.
He's always been gay for what I can tell.
