A Thorough Evaluation of Neji's Feats
As a tribute to a recent event in the manga, I wanted to rectify the inaccurate tier of the Hyuga that’s been established by the Naruto fanbase. To clarify in advance, I’m not biased; I just wanted to introduce a more pragmatic, thought-provoking view to those interested on the Viz forums. I’m going to evaluate Neji Hyuga’s demonstrations to the fullest, as I haven’t seen much of that elsewhere. His abilities are considered reputable in the manga by various characters such as Kakashi, the Third Hokage, Kurenai, Gai, Naruto(more recent) and others, but that’s hype, and I’ll be scrutinizing his past actions without that mentality. This may contain spoilers-- fair warning.
To begin, Neji is an CQC Hyuga fighter who’s displayed an aptitude for evasion and striking speed, and arguably running speed(which will be elaborated upon later), and compensates for his shortcomings as well as enhances his offenses with extremely precise chakra control.
It is seen in that he is capable of swiftly avoiding onslaughts of kunai, and even in mid-air here:
It should be taken into consideration that these weapons were launched by the opponent who drove a thin arrow through a congested forest, which then created a notable fissure in the ground; they were most likely considerably fast kunai.
Also, it is seen here ( ) that he vanishes the instant before being pierced, to appear elsewhere, to the opponent’s astonishment. He technically ran across the substance as it solidified, but it’s fairly obvious that the author (Kishimoto) wanted to express that Neji had traveled very quickly to allow the use of his technique.
His 64 Palm technique delivers simultaneous strikes, as it is clearly seen that the opponent is ‘suspended’ in mid-air for more or less the duration of the technique. This means, it was executed in a moment. For 64 strikes to be conveyed in a moment, they were virtually simultaneous.

It should be taken into account that (if one were to examine the previous page at that link) the flares of chakra that correspond with Neji’s strikes do so directly; with each strike, one flare is expelled. Therefore, it isn’t likely at all that later strikes caused more than one flare each. Hence, it’s formidable that despite the completion of the technique, the flares continued to fire from Naruto’s back (next page from the original scan at link), as though the speed at which the strikes were deployed caused them to overlay at several locations on Naruto’s body.
As for running speed, Neji actually was able to cover a long-range distance to relay a strike, even before the opponent who’d begun to fall from a tree, hit the ground, here:

Recently, Neji obstructed a fast series of projectiles, when Naruto himself failed to react to them to begin with, and protected Hinata as well, who could barely move fast enough despite how much closer she was to Naruto than Neji. Honestly it makes no sense he couldn’t impede the shards of wood by ejecting a great deal of chakra from his body, as he has accomplished on many occasions, but it’s a good instance to indicate how quickly he is capable of moving nevertheless.
Having sufficiently analyzed his speed and whatnot, his chakra control is next.
Neji has shown to dispel Elemental jutsu and also compromise substances which contain chakra, as well target the very minuscule chakra points on the body. Conversely, he can apply it for physically repelling attacks regardless of their composition, the chakra involved being more lethal.

His Rotation is a good example, which is most efficient against blunt force, as oppose to great quantities of fast-moving solids, which has nearly broken it before. He recently deflected a wooden hand the size of a building, which was shot at a velocity that swept away several members of the Ninja Alliance before its impact upon the technique.
He eradicates Kisame’s Water Prison here by exploiting its chakra circulation:
He severs Kidomaru’s Webs by doing the 64 palms
He halts a kunai before it hits a vital area on his neck:
He does similarly before spinning for Rotation:
Here he mutilates a Zetsu clone, which was remarked to be particularly “durable” by discharging a wave
Here he forces a large opponent out of range, the opponent sent backward over the distance shown in an instant, the comrades who engaged him just prior, still in mid-air:
And here he subdues an opponent as well as nullifies his Curse Mark with a single strike, by affecting chakra points:
I hope this evokes some acknowledgement for this character. He’s clearly not fodder, even in comparison to current, higher-tier characters given his distinct abilities. He’s just been neglected in the series for quite a while, so it’s difficult for the author to incorporate his presence more often than the fans would have preferred.y
