First off naruto used the OR on sasukes OC and they seemed the same.

But Rasangan was based on the Biju bomb

mmm well compare the rasengan naruto hit on the water tank as comparisson to sasukes chidori. when they got toss by kekashi when they were fighting on the roof. i mean sasuke looked pretty scare after witnessing its devastation. so rasengan wins in any form. as stated by kekashi when he sed that the chidori was a childs jutsu in comparison to the rasengan. when naruto ask kekashi to teach him the chidori.

Chidori is strong... But rasengan has so many forms. Although we have only seen sasuke use like 5 different styles of chidori. So I say Rasengan.

Rasengan has be adapted into different forms, while chidori really hasn't.

Lol...chidori is simply an incomplete Rasengan that adds lighting-natured-chakra in the rasengan's second stage.

The rasengan second state is rotation + concentrated chakra and because the second stage doesn't need to be kept in a perfectly round rotation, lighting is appropriate to add to it...
Lighting itself cannot be controlled into a perfectly round form that's why kakashi couldn't add lighting to a perfect rasengan. How great of an impact that would have been.

so rasengan is greater since it doesn't have the advantage of adding nature affinity chakra and yet cancels out chidori which had that "cheating" advantage lol.

Chidori has more piercing power but Rasengan has more blasting power.

but when they both hit that water tank, it was clear rasengan had the upper hand....otherwise sasuke wouldn't have been that much frustrated.

so what's stronger? a blash or a pierce...then that'd go back to "what'd do most damage" which'll go back to "what kind of damage" a pierce or a blash?... to avoid the cycle, i'd say the end result... rasengan has a slightly more devastating end result than chidori.
