I'm gonna give this one to Ryu. When you are awesome enough to take out a tank and an armored helicopter with a bow and arrow as well as go toe to toe with the forces of hell on a regular basis, you don't lose to someone like Naruto very easily.

^He has a speed ninpo which makes him too fast to get hit by TBB, and as for Bijuu Mode he should be able to keep up with him.

It depends which version of Naruto he starts out in, it could make a difference even with 200 meters.
