They're not really totally out yet, but they're supposed to be given for pretty much her definition. Whatever the people who are able to give them out want to give them out for, they can. Sort of, except not as loosely as I stated it, I think. And awards for contests and stuff.

What Dev said. The problem is that we want to tie the awards system with something else and that "something else" isn't ready yet >_>
