i mean yea what time does it take place in. There are no cars but there are ovens and tvs and all their technology and whatnot so yea

so time is not really a factor there.

Ok, here's my theory
 :I think Naruto takes place in a parallel universe to our own. At some point in time, an event happened in both our universes, but caused different results for both dimensions, causing the world of Naruto to branch off from our own. Spoiler:

This was one of the questions they asked when they interviewed kishimoto.
He said that the time period is probably almost into the present, but a little bit into the past. Therefor, there are no guns, cannons, rocket launchers, etc. But they still have a tv and other things.

From what I understand, and from what Kishimoto-sensei has said, Naruto is a complete fantasy world, so it doesn't relate to 'our' history at all, but having things in it like televisions and such, things in our daily lives that we can relate to, adds a 'homier' feel to the manga, and helps the readers to feel like they're a part of that world... ...That's my philosophy anyway.
