Honestly there is no way Haku can win this. Garra's sand automatically protects him from the senbon.

Garra's sand has enough force to break the ice mirrors! If Garra was in enough trouble he would go into the Shukaku

THat was by hype. Haku is not bloodlusted so it does not matter how fast he is. How do the weak senbon break through the sand?

By powerscaling, PTS Gaara would have lightspeed reactions too.
It goes like this.

Current Haku is intercepted by ungated guy/lee.
Thus they must be lightspeed by what you've said.
Since Gaara would assumably be scaling at a possibly high degree, we then take into light that young Gaara reacted pretty well to ungated Lee.
Thus young gaara would be able to react to Haku as well.

Or we could just assume that the "FTL Haku" isn't really true since his senbons would puncture through sasuke entirely and through the bridge, then quite a ways down into the planet off of momentum alone. Also, that his senbons even survive the first millisecond.
