Why Doesn't Neji and his Division have a Commander?
Or they're just some reconnaissance team?
Was Kankuro a commander? I know he led the ambush team right?

Neji is part of the second division for short range and their commander is Kitsuchi.
The division seperated with Kitsuchi and Kurotsuchi and others assisting Daruis division while others remained behind combining their force with the 5th division to make up for the absence of them. And Kankuro is no commander but captain. Commanders: Kitsuchi - Short Range Shikamaru - Long Range Darui - Mid Range Kakashi - Short Mid Range Mifune - Special Division Captains: Kankuro - Ambush Ao - Sensor Shizune - Medical Inoichi - Intelligence Regiment Commander: Gaara Supreme Leader: A

Yes, proxy commander for Gaara since he is also the General/Regimental Commander.
Gaara is the actual general of the long range division but the one who calls the shots is Shikamaru as Gaara has his 2nd position as the general thus stands above the commanders.
