Naruto vs. Magneto
Restrictions: Naruto is 5 years old and is neglected by any living organism, but has Shounen Protagonist syndrome that makes him a quirky food-loving character, who is hell bent on eating any piece of edible material. Kurama is too manically depressed to fight and is now in a perpetual comatose state.
Magneto is a potato who is unable to attack except magnetically throw a rusty spork. Distance: 3 meters GOGOGOGO

Naruto is hyper, at the age of being 5 and he's super hyper.
Since he won't catch he'll dodge and no magneto cannot make the spork follow naruto because you said "throw"
