I disagree!
It is a physical alteration of original content. While they may also define lesion or disease/mutation, I shall say that she is physically altered from her original state. Frankly, I think she would look better without the Miltanks.

Yes, they may have been altered but it's not surgery!

Jiraiya used a jutsu to impersonate a plastic surgeon...
And yes, tsunade had plastic surgery to have those chakra tanks implanted.

It was quite a while ago. Well... Ok, about 5 years... He made her younger with plastic surgery, and genjutsud her into thinking she used a jutsu.
I watche because there were wrinkles before.
