Saruman's orcs were about one minute late in capturing Frodo and therefore the One. What if they did capture Frodo and delivered the One Ring to their master? Saruman's knowledge of Ring-lore is commented on quite a lot by everyone. Implication seems to be only Sauron himself knows more about it than Saruman. There's this foreword by Tolkien that might interest some.... “Saruman, failing to get possession of the Ring, would ... have found in Mordor the missing links in his own researches into Ring-lore, and before long he would have made a Great Ring of his own with which to challenge the self-styled Ruler of Middle-earth." Now Tolkien was discussing a hypothetical LOTR based on WWII but it's still interesting. Consider also what Galadriel tells Frodo when he inquires as to how he may use the One's power... "Did not Gandalf tell you that the rings give power according to the measure of each possessor? Before you could use that power you would need to become far stronger, and to train your will to the domination of others." Well Saruman's Voice already shows he has definitely gained quite a proficiency in that prerequisite. We also know that Gandalf (the Grey) had no doubt he could wield the Ring. Tolkien also speaks on this: http://tolkiengateway.net/wiki/Letter_246 "Of any others only Gandalf might be expected to master him since he was a creature of the same order." So Saruman is certainly packing the necessary tools for the job based on all this. He has the knowledge, he has the innate power and he has the will to control others. Now there are a couple problems... Gandalf mentions that saruman would have been curbstomped had he tried to screw with the all seeing eye
But if he had bided his time could have eventually supplanted him- the problem is by that time he had been totally subverted IIRC But him knowing ring lore and all the industry stuff makes sense, he was a.maiar of aule just sauron was. And Anti- Saruman did actually fashion a ring just not.a powerful ring so he was very much immersed in ring lore to a scary degree
