The water bullet isnt haki. Its just a technique. Haki cant really be absorbed because its not like a energy, its more like a technique.

Jinbei should take this easily. Especially since he was capable of dealing with g2 Luffy on the land. He is suppose to be a few times stronger and faster than that in the water.
