Foreshadow for Tobi and Danzo?

When he got killed by Gato we see the following:
Kaiza had both his arms cut off - We know Tobis arms are hardly normal and Danzos right arm not being his.
He seems to be missing his right eye - Self-explainantory.
Has the same scar as Danzo at the exact same place.-That as well.

I'm gonna go ahead and say it was a coincidence.

There's no way he could've planned that far ahead because we plainly saw that he changed the backstory of Shukaku to fit the bijuu plot in Part II.

Perhaps he wasn't forshadowing Tobi or Danzo, but maybe he based Danzo's/Tobi's appearance on a character he had already made.

But it makes sense that Gaara wouldn't have a Bijuu cloak. So far the cloaks have been when the Jinchuuriki is not using all the tails the Bijuu has. Since Shukaku only has 1 tail there is no way to use less tails. Thus no Bijuu cloak for Gaara.
