Tobirama has been called the most powerful Suiton user in the series so we can assume that the mid-tier feats of the best suiton users we've seen and the high tier feats of the average suiton users we've seen, are well within his power. That being said Mei used a water dragon that overpowered Madara's inferno which was so enormous it took suiton attacks from at least 20 shinobi just to stop it from frying a huge group of the division despite the elemental advantage. Kisame was so great with suiton that he was able to create a giant lake with a clone that only had a portion of his chakra. Kakashi's water vortex that he copied from Zabuza sent Zabuza crashing into a tree and knocked him out. Yamato made a waterfall almost a mile long and several stories high.
If Tobirama can copy any one of these feats it would be enough to knock Choza flat on his ass and send him rolling away. In order to maintain that size an Akimichi can't lose focus or receive damage. I don't know if you've ever seen a tsunami at work before but those things do damage. And even if Tobirama couldn't make a tsunami (which I doubt) his water dragon should be the equivalent of getting blasted with a water hose which I also don't know if you've seen be used on protesters but it's pretty damn strong.
