If who I believe to be Tobi is correct, It will also answer how Nagato got his Rinnegan. Major Spoiler?

Let's start off by saying No, Tobi is not obito or Kagami and Yes Tobi is an Uchiha.
*Itachi kept his sharingan activated at all times and did not deactivate it unless he was low on chakra.
*Tobi has never been pushed that far to have a need to deactivate them.

Who could Tobi be?
*Tobi said himself "I like to stock up on good eyes"
*Tobi has tons of sharingan in his hideout (Seen after the Danzo fight)
*Why would Tobi need all these eyes? Tobi had no eyes.


Tobi is Izuna Uchiha
*Tobi calls himself "No One" because after he lost his eyes he "died" and was forgotten in history.
*Madara said Izuna WILLINGLY gave up his eyes
*Izuna lived during the first great ninja war and experienced pain and suffering
*Izuna needed to obtain a sharingan once more as he was blind, however he cannot get the Eternal Mangekyo like his brother, Madara has his eyes
*When Izuna's eyes loses it's light, he can easily replace them with another sharingan in his hideout.
*When Izuna gave his eyes to Madara, he "died" in a war. Faked his death? Possibly Injured and near death Madara and or Zetsu helped the dieing Izuna with a form of Zetsu.
**With everyone believing that Izuna's dead, he could do his work in the shadows to complete His and Madara's Moon Eye Plan. Akatsuki


The Nine Tails Attack
*The Fourth Hokage said that "a ninja that knows how to get through the secret barrier of konoha and knows when the kyuubi's host will be at it's weakest" has to be Madara Uchiha
*Madara can control the nine tails so it must be Madara? (false) Madara is not the only ninja to be able to control the nine tails (Hashirama) It is also said that the Mangekyo can control the Kyuubi. Izuna has the Mangekyo.
*Madara is known as the strongest in the uchiha clan, no one compares to his power except for hashirama. However, Izuna is the only one within the uchiha clan who can match his brother.
*Izuna has also achieved the Mangekyo Sharingan and may be able to control the nine tails.

*If Tobi was Obito, he would have been better prepared to fight his Sensei and not be suprised when he flew to his kunai.
*This fight was not that long after the death of Obito, Tobi has Obito's eye but could Obito really have progressed that much within such a short time-span? Enough power to take out the Anbu, Control the Nine Tails, and push Minato to his limit?

Nagato's Rinnegan
Tobi says "I was the one who gave Nagato the Rinnegan" during his fight with Konan
*The rinnegan is the third stage of the Sharingan (After the Mangekyo), It is possible to unlock the mangekyo on anyone's Sharingan not just yours (Example: Kakashi)
*If you can unlock the Mangekyo on another person's sharingan, who's to say you can't unlock the Rinnegan?
*Tobi unlocked the Rinnegan on his eyes and gave it to Nagato to revive his elder brother and help complete their Moon Eye Plan.
Why not use the Rinnegan himself to revive Madara?
*Using a jutsu like that cost a substantial amount of chakra, (Remember Tobi says he is "Incomplete") and may not be able to perform such a jutsu at the moment.

Obito's Eye & Kannabi Bridge
*Tobi claims to have gotten his sharingan at the Kannabi bridge, it's without a doubt it's obito's eye
*Tobi was going to steal shisui's eye if Danzo didn't destroy it, He would have without a doubt replaced obit's eye with Shisui's. If he would have transplanted Shisui's eye does that make him Shisui now?
*Izuna must have had a confrontation with Kakashi when he was at Kannabi bridge, Madara (Tobi Madara) was the Mizukage at this time.
*When Tobi fought Kakashi he said:
"I told you not to open your mouth so easily!"
"I want to build a world where hero's don't have to make pitiful excuses in front of graves"
****Kannabi Bridge is the fight where Kakashi became known as "The hero with the Sharingan"
****Kakashi may have spoken about his new eye if he had encountered the former mizukage (Tobi at the time) May have explained that his friend helped him complete his new jutsu
****Having Obito's eye and remember the fight at Kannabi Bridge Kakashi may have told Tobi (When he met him in the past) about Obito's passing and his regret for not listening to him (pitiful excuses), This may have triggered Kakashi to remember obito and his promise (To protect Rin) the grave picture shown in Chapter 597 may be Rin's.


Why claim to be Madara?
**Izuna was forgotten in history and his eldest brother became feared as one of the most powerful ninja in history
**Izuna is "no one" He fights under the alias Madara because the name Madara itself brings fear
**Izuna has experienced suffering and so has Madara, He gave his eyes so Madara can get stronger and protect the clan.
**Izuna and Madara are tired of the fighting and want peace by putting the world under their genjutsu.
**Izuna hair is similar to Tobi's and he is almost the same age as Madara would have been if he was Tobi.
*Think of this from the Senju perspective, if Tobirama wanted to start a war to bring about a plan like Madara's, Wouldn't the world fear him more if he was wearing a mask and claiming to be Hashirama?

Why They're not Tobi:
*Shisui: Tobi wanted Shisui's eye for their power not because they were his, Why would Tobi go after his eyes again when he gave one of his eye's away to protect the leaf village? Tobi always spoke of Shisui in third person Even alone.

*Obito: Much to young to have progressed enough to pull off the stunts Tobi pulled during the Nine tails attack (One year after his death) Tobi obtained his eye at Kannabi Bridge, a fight shortly after Obito's death. Tobi was Mizukage at this time. (As remembered by Kisame)

*Kagami: Being that he's Danzo's old teammate, Danzo would not have called Tobi Madara as Tobi said "it's been a while since the Uchiha incidenct" Implying that they've had contact. Would he not be able to know it's Kagami? Would Kagami not have words to tell Danzo before his death?

Kisame saw under the mask... but for some reason he thought it was Madara

I totatly forgot about this, this evidence helps prove that there is only ONE Tobi (For those who think that Madara may have been Tobi and then revived Obito and had obito put on a mask and help complete his goal) When Kisame first met Tobi he was the Mizukage at the time (he had long hair) and when Tobi revealed himself to Kisame years later, Kisame recognized him as Madara (Or the person that said he was Madara) and the former Mizukage.

Izuna - 174.8 cm

Izuna is shorter than Tobi by .2 Centimeters, Not even a whole centimeter. Izuna could have easily grown taller by .2 centimeters within the time span.
