You could argue Kabuto though.

Sakura and older ten ten are the best from my experience. Sakura is a ballistic missile that has extreme long range with the stopping power of tsunade(ALMOST) and ten ten's bomb balls give you a nice mid to short range defensive net that you can lead a rushing opponent into a potentially devestating combo (highest i've gotten with this method was 112 hits) I cant put my trust with tsunade because of the slow start and not as much flexibility. Konan can be evaded and kabuto is alright if used right.Also using Mizukage Mei in some situations have proved strangely successful in makinh an enemy go airborn, however the rate of such an event is likely to be less than 50% deprnding on which section of the jutsu hits and how much.

Tsunade, Sakura, Kabuto, Fū, or Rock Lee are probably ideal choices.

Not better than any listed choice, but young Shino does pretty good. And he holds you up there for way to long.

Sakura and Tsunade especially if you use them while your jumping, they come out fast as hell
