Well at 100m, Sai is at the apparent advantage being a long-range ninja. He has quite a variety of ink of creatures, which he would have plenty of time to make, being trained to after all. He can make anything from lions to snakes to his ink kings (whatever they were called) as well as support creatures like ink birds. I think the ANBU genius rookie would over come this, especially considering his latest feats in the war. Anko can get scary when using striking shadow snakes (which are poisonous) but they don't come in large numbers like Orochimaru. They may be blocked by Sai's melee weapon, but I don't see Anko getting in range like that. Dunno what her curse mark would give her.

Anko doesn't have too much to work with. She doesn't have many feats at all. I mean she blitzed behind PTS Naruto and Sakura

And I guess fighting Orochimaru, but its hard to tell if he was serious or not.

^He's actually pretty skilled, blocking Sasuke's block in the "right way". And of course I could bring up the "lol blitz Deidara + Sasori" but ew, that's more like a trump card

Sai wins via ink monster spam........Anko just can't defend against them with her current and probably only feats. Though at that starting distance maybe she can attack sai before he lets some ink out.

I say Sai wins this.

Sai takes this actually, no matter what the distance. His specialty is long range ninjutsu, but he is equally proficient in close range combat. He managed to block Sasuke's attack, and Sasuke called it proficient and he managed to catch both Deidara and Sasori off guard and attack.

Once he puts some distance between himself and Anko, he spams Ink Beast and he wins.
