Off paneled. Like Kakuzu, the Seven Swordsman of the Mist, Mu, and countless other characters were.
Even if so, there was no actual importance to them. Remember guys, this isn't really a war. More like a large coalition of stretched-out fights.

I'm sure that Nagato, The Third Hokage, and Orochimaru would make for interesting choices too. There's also that possible sequel with Konohamaru. Lee already has his by the way. Naruto could be milked as much as DragonBall and Pokemon.
