Yeah, but make it so that it's optional and you can change it in the User CP.

Yes please. When I get a PM I don't want to have to wait until I click the tab for this forum to see it, I'd like to be instantly taken to the tab if I have a new PM.

Having it or not doesn't bother me as long as it has to be manually turned on when or if it's implemented.

If the feature was turned back on, it would work if you uncheck the box.

It's always been a setting, Rice or another Viz Employee simply deleted or commented out the code that triggers the popup so the setting never worked.

Ya, if you uncheck the box, then it will not show but if you "check" it, then it will popup.

Sometimes I don't want to see what the subject of the Pop up because I might think its an infraction or something

I'm just waiting a bit to make sure the server's all settled after the down time after Comic Con before I do anything, as it is something I simply commented out in the PHP file as mentioned here previously.
