Mei and Gaara vs. Tsunade and Jiraiya

So she will use all she can, and thus can win because Kishi overpowered her.

The question is can Tsuande get in her slug in time. Probably so for Gaaara because Gaara is insanely slow(including his sand). Mei can shoot her lava faster than Sasuke can react.
So I say Tsuande is fried before she can summon and jump in her slug. But it's close.

Gaara's sand can block Amaterasu. Not really insanely slow.

With knowledge of Garra and Mei Tsunade would use summonings especially when Jiryria is there. They used it together in the War

With Garra rising to the sky the only way to battle him is with a summoning.
It would be foolish for them to sit there

Getting stronger does not equal sand speed increasing. Show one time were we have direct time measurement of his sand speed increase.

His using it as a block against A and Sasuke doess't count because we have no idea when he arrived.

It does not mean that they instantly stop acting like themselves and use the best possible moves they have right out of the gate.

You AND the Prince both foolishly suggest one would not use there best attack because of a weakness of an opponent, but then go on to state a loss. No, you're still wrong. Even if the rule for some reason put Byakugo back on the table, that doesn't mean that Tsunade will instantly decide to use it. She's willing to do what it takes to win in Naruto, including severely injure herself for the opportunity, but she only ever used Byakugo against Madara, an apocalypticly powerful opponent.

She'll stick with basis fisticuffs for starters. In the event she lives that long, she'll then use Creation Rebirth to heal any wounds she may have incurred. Supposing against all odds she manages to survive long enough to say "If I don't use X I'll die!", then she will use Byakugo.

This is called in character because it is the pattern that Tsunade in the series would follow.

Similarly, Deidara would never automatically resort to spamming C0, nor Pain Chibaku Tensei, nor the Sauce Kirin.

If she were out of character, she would do as you say, but since she is not out of character, she will be following the patterns has displayed to this point.
