He was not going to waste koto on a weak Saskue when Danzo thought he had the upper hand. As you said he was trying to use it on Tobi but he could not use it while battling Saskue

I still do not see how Danzo NEEDS prep in this situation

if you had actually read then you would have saw that he was using izanagi only until the eye was ready as he showed that it was however as you also see all the way up until he died he didn't use koto which it was stated in the manga that the recharge was over and in his situation you can assume that he wanted to wait to use it on tobi. that was true when the fight first began but not when he has lossed his arm and is on the verge of death.

Next as I've proven with ALL sharingan techniques they ALL need prep just because danzo is the one you are defending doesn't mean that it doesn't need prep as you said in the danzo vs gaara thread that it needs prep I've already shown that it needs prep otherwise he would have used it instead of taking a hostage which further proved that to use the genjutsu he had to have time and that he had to remain still but couldn't.

And before you go saying that it hadn't recharged read the manga and see that it was stated that it had recharged. Iv'e given proof and examples as to how koto a sharingan technique needs prep you on the other hand have yet to bring a shred of proof that it doesn't so before you try to continue this debate bring proof that it is the only move from the sharingan that doesn't need prep then you have an argument until then it's Oro win and I won't debate further until there is some type of proof to your claim.

Hahsirama cells give the ability for Danzo to not need as much prep

He already used koto and he did not have a good shot to use koto on Tobi
