Neji can only do so many kaitens to protect himslef from the constant oncoming barrage of sand before he runs out of chakra. Neji's style is defensive, while Garaa has no problem being offensive and defensive at the same time. He takes this fight easy. Even if the distance is relatively close in distance, Gaara is still faster and can just fly or defend himself until he's long range (&that's what he would do since he's long range). He can keep his distance the whole fight, while Neji is a up close fighter. Two different styles. Maybe a Lee vs Neji would be a closer fight...

distance or location DOES NOT MATTER

garra would have enought sand to fight close up. Garra SAND speed>>Neji Speed

Lee would have a better chance than Neji

Neji uses airpalm and since it's wind Gaara can not see it and so he does not block it, he falls from his sand cloud in the air, then Neji jumps up to him and finishes him off Kidomaru style.

Only vague for you.
Anyone with common sense can tell that it means the Automatic Sand never hailed from Shukaku but from his Mother's Oath to protect Gaara.

Though naturally I don't expect that you'll ever understand or rather accept that considering your favourism towards Neji is well known.
