Where does Tsunade fall on the speed tier?

She's really not that fast. As you can see from the last chapter she relies mostly on regen. to compensate for her sloppy fighting pattern, while A was actually evading attacks. However, she was quick enough in part 1 to catch Kabuto off guard and land a hit on him, and she did outdo Madara in taijutsu so she's definitely skilled. If I had to take a guess I'd put her at around part 1 Lee with his weights off when she's using Byakugou.

Isn't that like average jonin speed? I'd say she's at least 1st gate lee. With Linear blitzing probably higher.

Madara's comment: "She's slower than the Raikage... But she stronger" just makes me feel like her speed is at least around his speed, otherwise he wouldn't have had to use Susanoo to intercept her

Nah seriously though I'd say she's around probably the 3rd fastest of the 5 kage. Certainly not the fastest but she's faster than Mei thats for sure.

Lol definitely not man. 1st Gate Lee was running circles around Kimimaro, literally. Like I said Lee without his weights on seems like reasonable speed. I wouldn't call it average jonin level that's probably how fast Asuma and Hidan are. Asuma had a speed feat where he took out three sound shinobi and then flashed behind Shikamaru in the span of a few seconds and Hidan although he said he was the slowest was seen fighting on par with and at times overwhelming Kakashi.

Part 1 Lee without his weights is probably mid to high jonin level in speed, all the genin said they couldn't even see him and Baki (I think that's the name of Gaara, Temari, and Kankuro's sensei) looked visibly surprised.

We can kind of gauge it if we put Part 2 Weighted Lee at the speed equivalent of Part 1 Lee without weights. Part 2 Lee was fast enough to keep up with Gai, take Kisame's sword, and they were able to intercept Haku while he was using his Demonic Ice Mirrors. That at least makes him as fast as Zero Tails Naruto who also intercepted Haku in part 1, and was able to speed blitz Deidara early in part 2.

I know this seems like a roundabout way of judging speed but it is pretty unclear where she falls so this is my best guess.

I'd put her lower end or normal feats around being able to keep up with Kakashi, Hidan, Gai, or Kimimaro in taijutsu and her upper end feats at being able to intercept Oro's attack or coming at Madara fast enough to make him use Susano'o.

There are sound speed Genin during the Pre-Timeskip. Due to this, Tsunade is Supersonic via powerscaling.
