I think the 3rd Kazekage is the best out of the ones you have listed. Out of all puppets, Sasori's puppet body or Chyo's Ten Puppets.

Sasori is best puppet. But if we mean the figurative language form of puppet then Kabuto is a pretty effective puppet. lol. But i say Sasori

Out of the ones you listed, I'd have to say the 3rd Kazekage because of the Iron Sand, but overall I'd have to say that my favorite is Sasori's puppet body because it is just pure awesome!
