Itachi is clever, He can play with the mind of his opponents.
Pain is stronger but i think he's like a tailed beast, brutal force without a mind. And Tobi was controlling him all the time. On the other hand Itachi was a spy in Akatsaki, he was gathering information and sending it to leaf village through Jiraya. So that is why itachi is stronger then pain, He can manipulate Pain anytime. |
