I may be way off the mark, since we still don't know how Izanami works...
But anyway... From the Bijuu's dialogues we know that the Sage had "predicted" that the Bijuus will meet someone like Naruto- no not just someone like Naruto- but Naruto himself... Kurama even commented something like "It took a long time, old man...", which further reinforces this idea... Now, Itachi said Izanagi can alter "destiny" while Izanami can "decide" it! My point being, that the Sage didn't just "predict" the Bijuus meeting Naruto, but he actually "made it happen"!! The Sage used Izanami to "decide" the Bijuus fate! And part of it included their meeting with Naruto. That's all for now...

Hmmm...interesting...that's plausible...so that regardless of what happens, the bijuus will meet naruto.
so it may just be that itachi has already cast the Izanami which may take effect in the future and not instantly...

But remember that Itachi's goal is to "trap Kabuto into Tsukuyomi so that he can discover ET's secrets" So Itachi's command could be something like "You(Kabuto) will be trapped within my Tsukuyomi in next xx min"(the time part may be optional) Assuming Itachi has already cast Izanami and it can "decide" destiny/fate like Itachi claims- No matter what actions Kabuto takes, it is inevitable that they will directly or indirectly lead him in a situation where he eventually gets trapped within Itachi's Tsukuyomi, because it has already been decided!! So there is no way one can escape from Izanami! That's why I think Itachi said that the jutsu will affect the target regardless of the 5 senses!!
