That is impossible to say every character would have an weakness unless omnipotent. Otherwise you name a character someone can more than likely offer a counter.

For a joke pic Ash ketchum. If he had access to every pokemon who fought for him he would actually solo. Though I hate pokemon with a passion.

Would the Powerpuff girls be considered into this?

They are technically anime, though its off-kilter americanized anime A.K.A. Cartoons, and it DOES become adapted into an anime via PPGX, so could we consider them?

Even still, Tenchi solos with a harem of women pleasuring him. Or trying to, while the incompitent yitz continues to be comedy relief.
