Not exactly, it says the five villages leaving out most of the jinchuriki, Tobi, Madara, the dead kages. You know, all the powerful ones. Tobi could beat Luffy solo.

Gaara is cpable of hardening his sand. Plusng a desert would leave him more than a little bit open.

Yeah, but would that damage a rubber Luffy? Not Luffy has fought sand before, there was Crocodile.

Doubt that, he just blitzes and 1 hit ko's them unless kakashi kamui's him right at the start. The only things that could beat luffy one on one would be fully realeased Bee or kn6+ naruto(not RM though)

Depends if he's able to charge a solid Chakra Ball and meet its' target before Luffy blitzes him. Of course, chances are, he'll be unable to even conceive the thought of merging with the Eight Tails before Luffy blitzkriegs him.

Released 8 tails actually has an extremely high reaction speed. He was fast enough to create an absolutely massive crater by simply spinning(i believe it was calculated somewhere at being in the double digit mach region from somewhere)If his reaction speed was slower his tentacles would hit him in the face. Also, Bee tanked his Bijuu bomb without a scratch nothing in luffy's arsenal is touching him.

Raikage has disadvantage taking on for example Kenpachi (not as much in terms of blitz) or Luffy (gears are very fast) as well.

Take out the speed difference in the gears won't much matter since Raikage's sole problem is that he is too linear in his style, too physical and close combat range.

I don't think it was ever directly stated or shown that thee third tanked a TBB.

There is several factors why it won't work right away. For one do you remember the pain of someone instantly cutting the light on in a dark room. Imagine that messed up sensation a few times over. That takes away your reaction and your awareness. A character realistically wouldn't be caught off guard. Then another reason is it's clear color of observation requires intense concentration. It is not infallible nor is it perfect. Case and point Eneru.

What you talking about they have an army fighting right now. Even so it doesn't matter. Luffy is weak against simple gimmicks and attacks as proven by Usopp. Luffy is nowhere near smart enough to fight a real war. That hack and slash war in one piece don't make the cut. Something a simple as blinding him and tagging him with an powerful attack would work. It would be different if he was massively more powerful than them but he is not. This scenario is similiar to the Hulk taking on the X men. He is not coming out the winner. Though he would slaughter a good bit.
