3rd Hokage and the 4th Hokage

I'm confused about something. Why is the 3rd Hokage the 3rd and the 4th Hokage the 4th when the 3rd was still alive when the 4th died a whole long time ago?? I have never been able to figure out the reasoning. Someone. Please. Tell. Me. WHY.! haha (:

The hokage retains the title of hokage forever,even in retirement and death.the 3rd was still alive during the 4th's reign.but was retired and after minato's death,seeing no other good canidates.he came out of retirement and once more became the active hokage.There number for (ex: the 3rd) also remains with them.never changing even when one comes out retirement to take over for there successor after the latters death.
