Speed Down/Speed Up Any Use?
Does eating a speed up pill or shooting a speed down tag actually do anything? I mean I get that it makes you walk slower, but who is walking in this game? Does it effect the speed of anything else? Are these buffs/debuffs of any use or are they totally marginal?

A speed up/down pills effect how fast your running jutsu/ultimates come out. Speed up pills make certain combos possible that otherwise would not have landed. Speed down tags help to catch turtling opponents.
