Defeating Neji was Lee's lifelong dream. Gai would clearly respect Lee's desperate wishes, and allow him to remove his weights. Just not going as far as giving him the approval to open the gates.

Because even with Lee's speed Sasuke was getting overwhelmed by KN0 until his Sharingan evolved. Therefore, KN0 is faster than unweighted Lee.

C'mon dude. Guy does not let him take weights off, ever. Lee was clearly not at his full speed at that age either.

KN1, not KN0. KN1 > KN0 by all means, and Sasuke has the sharingan now so even if Neji had Lee's speed he'd still be owned by CS2 Sasuke, even though that is untrue.

CS2 Sasuke has horrible mobility feats in part 1. All he did was clash with KN1 Naruto. If he just decides to fly around the place and shoot fireballs, Neji can just use Kaiten and block them, or dodge them either way. As for the chakra depletion that you brought up earlier, CS2 Sasuke would clearly lose chakra faster than Neji would via Kaiten. Not only would his body corrode from continued usage, but he will lose all his cards at the end if you know what I mean.

Sasuke doesn't need to be in CS2, he can easily blitz him in base with Chidori.

He's not faster in CS2, he's stronger and more durable. He doesn't need durability against someone who will have 0 chance hitting him.
