That's because he was controlling the fourth mizukage when kisame first met him not because he was the mizukage himself.

Like someone said above, there are so many possibilities that Kishimoto can go with. I favor whatever option takes us deeper into the Sot6P's history, so whoever on the list can do that, that's all I really care about. And that's also what I think is inevitable, and IMO the best individual to do that......???
