well in my point of view that the poll is not an accurate measurement of character level rather than a measurement of character popularity .

I'd like to see different criteria tier lists.

I.E.

Intelligence Tier
Speed Tier
Physical Strength Tier
Ninjutsu Tier
Genjutsu Tier
Durability Tier
Hype Tier
Battlefield Tier (Summons/Battlefield control)
Weapons Tier (Samehada/Katana/Bee's 8 swords/Banana Fan)

Combined Tier (Full overall list)

I like your idea Iso. However there are sure to be overlaps. But it is inevitable

Hype tier seems a little difficult to debate. One person could claim that Hashi has the most hype for being able to beat Madara + Kyubi. Someone else could say SoSP for defeating the Juubi, or Hanzo for beating the Sannin in their prime. But without including feats, it becomes less of an argument. 100% opinion on baseless non-facts~

I think that once these tiers are created The entries in those tiers should be assigned numbers top=1 second=2 etc.

Combined tier is the shinobi order of the combined of them ex:

Shinobi A= red. total = 49
Shinobi B= Green. total = 80

The total combined numbers are ranked lowest to highest.

therefore Shinobi A is ranked closer to the top of the Combined tier list.

I like that idea.

And of course we would have to debate what criteria should be added or taken out.

As I'm sure there are some other things ninja should be judged on.

what about chakra pool??
If Kakashi had the chakra of Naruto he would be able to kamui more than three times. or perform several lightning clones and raikiris. If Sasuke had the pool of kakashi he would not be able to spam sharingan techniques.

Gonna be hard once it gets lower down the list. It's gonna take forever to agree on the single digits when debating the character's full point total.

Chakra pool should be put in.

I have a way to solve that but it will take weeks and probably 10 threads per character.
Set up a poll of 1-10 of each category per character. leave it open for a week and once it is closed we average all the votes.

I think having a chakra pool tier is not advisable. For one, how can we gauge the specific amount of chakra a person has. The only people that always complain or has been seen to use their chakra to their limit is naruto, Kakashi, shikamaru and a few other people.

How about people like Lee, Guy , Neji who uses taijutu more than moves that consume chakra, how are we going to properly gauge their chakra levels.

That multiple category tier list is going to take a long time, and we already have things like the forum Databook for comparing individual categories. I think the tier list should just be based on who is overall stronger based on both hype and feats\ Not necessarily who beats who, but if we based it on overall power, it would also fall along those lines.
