Legendary Sannin: Rock Paper Scissors

Does the Legendary Sannin work like a Rock Paper Scissirs game?

Orochimaru > Tsunade
Tsunade > Jiraiya
Jiraiya > Orochimaru

Pls. correct me if I'm wrong and pls comment on my idea about the legendary sannin.

According to Japanese mythology, it would be more like

Orochimaru > Jiraiya
Jiraiya > Tsunade
Tsunade > Orochimaru

Tsunade at first glance cannot beat the 2 other sannin, but we can await feats for that

Yeah there's a Japanese proverb where:

Slug > Snake
Snake > Toad
Toad > Slug

Of course, Tsunade is severely lacking in terms of combat compared to Orochimaru and Jiraiya. But it's no different than Sakura compared to Sasuke and Naruto.

Sasuke is no longer a snake but a hawk so Sakura doesn't have that benefit.
