Toshi did fight, against the Cager, although only a glimpse (more like 1/3 of it) of it was shown.

That's because that Arc was postponed due to Nui Gaiden, it will automatically restart where it left off once Nui Gaiden ends.

Then when after you're caught up, I recommend you go back and the rest of the chapters, because you'll see hints of Vatas and Menrui's abilities and also, if you don't read the first arc, some of the second arc won't make sense to you. ^^
