Lets Pakkun find him. It's not like he has any combat capability. In which case, he runs off to tell kakashi, while itachi trails.

Better for Itachi. Crows will be harder to see. As well as in the rain. Or he could burn down the forest with ammy. That works too.

You still haven't explained how Itachi first finds Pakkun
or even knows he's being watched.

And actually Pakkun would even need to watch him as
he would sniff out Itachi.

I doubt Itachi can burn down 50 miles of forest even with Amaterasu.
Besides that Kakashi can hide underground. Then after Itachi
wastes his chakra away (which he would trying to use that much
Amaterasu.) and is on the verge of dying Kakashi kills him.

Shino, those bugs can travel a long distance and then suck out Kismae chakra without him even knowing it. Shino never even has to approach Kisame.

Teeny tiny bugs that eat chakra aren't going to be draining the chakra of a guy who's power has been compared to a Tailed Beast. It takes a crapton of them to eventually eat through Kankuro's chakra strings for the love of Satan. Water bubble of doom. The bugs drown. So does Shino.

Couldn't he take the chakra out of the bugs? Or make water clone feints?

Also I'm fairly sure Kakashi can rank REALLY high on this list. Though I see Pain at the very top.

I have arbitrarily decided to put Kakashi as # 1 and Itachi as #2 however these rankings may change when more characters are added.

Shino's style has been described to be like a wide net.
Since they're six miles away Shino could very easily
produce enough bugs to drain Kisame of his chakra.

The only question is can Kisame counter it and then find
Shino and kill him? If Kisame can make it a close range
battle then I say he's won. If not then Shino wins.
