Mayuri Kurotsuchi (he's actually on the good guys side, but aint no way he's not evil)

Have you got anything intelligent to contribute or are you just going to spout random nonsense?

I can't imagine any scenario in which you can't already know this, but in the event that you don't Penance Stare is not a ninjutsu and it can not be copied by the Sharingan.

Even if it could be, the Sharingan needs to see a technique used before the Sharingan user can employ the technique, and if Sasuke sees the Penance Stare he won't be around to use it thereafter.

I don't think it would work since it only works on things with souls as the pain bodies no longer have souls and Sasori not sure

The pain isn't physical. Even so, I've got no idea whether it'd work on Sasori and Pain. It can be negated if the target is blind, stoned, or has more than two eyes.

Sasori's senses aren't based on eyes and ears and what have you. His eyes are just for show, so I would guess that that's technically blindness...

I have no idea whether sharing vision with multiple bodies would count as having more than two eyes, or whether the effect would be transferred to Nagato...

Technically speaking, the good guys in One Piece are the bad guys because they are pirates, regular citizens in OP consider the Government to be the good guys, and the pirates the bad guys, the story just takes the perspective of he pirates so naturally they would view the government as their enemy

But seeing as people like the Strawhat Crew and Shanks never really fight to kill unless someone they care about is hurt it wouldn't really work on them since they are good people(it might work on Robin, since she has killed people before,probably more than a few on Crocodile's orders). Some of the people who work for the so called"good guys" at the World Government who abuse their power and torment the innocent the other hand, something tells me that they would taste a Penance Stare full in the face.

right because Sasuke is totally copying demonic powers out of nowhere

Pain is really the only one who "could" possibly escape the effect of Penance Stare.

As for fullbring, well nice knowing most of them, so much for their powerups.
