Question about Naruto's Age...Discrepancy?

Okay, clearly I have too much time on my hands, but this has been bugging me for a while now.

When Naruto is still a student at the academy we learn that he failed the graduating exam three times before the Mizuki incident. We also learn that failing means having to return to the academy for a year (is this right?). If that's the case, then why isn't Naturo three years older than the other Rookie 9 members?

I figure I must be missing something here and would appreciate it if anyone could clear this up for me.

Maybe the elders wanted Naruto trained as a Ninja as soon as possible to make sure the Kyuubi didn't escape? And SHikamaru, Choji and Kiba might have flunked the exam too. I just can't explain them.

What I don't really get is how could Gaara have such a deep voice at a very young age...lol, actually most of them do. Their age makes no sense to me sometimes...

Hmm...guess I'll have to add it to my pile of unanswered mysteries...right along with who Anko's team members were when she was trained by Oro. Wait, scratch that...who was the third member now that we know who one of the other members was.

you don't have to w8 another year b4 taking the graduation exam if you fail...i don't think so anyway.
kakashi became a jonin at age 12 or 13.
itachi became chunin when he was 7.
so...

I always thought about that too, well not really.

The only answer could be that he was young while he did it or just alot of people fail.

In japan school is a right. You cannot be suspended (though you can be told to go stand in the hall.)

You do not get "held back grades" in japan, you simply keep going and feel like a complete idiot.

Japan puts a lot of pressure on kids to do well on middle school tests so they can get into a highschool, so they can study hard and get into a good college. Again the only punishment is a lower quality education, you never "fail a grade."

So naruto failed his "end of the year exam" all three years he was in the academy, and apparently if you don't pass the FINAL exam the last year, you aren't a shinobi. You don't "wait a year and try again" you just go do something else with your life.

He just failed to complete the end of year exam all previous years and this time he "failed his exam" but in the end he got the job he wanted.

It's all about cultural assumptions.

TL;DR: Explanation using cultural assumptios to try and justify a plot hole.
