OKAY! This has been something that has been bothering for a while now and I need some opinions so lets throw this onto the table. Lets forget about Danzou and his sharingan for right now.

In manga chapter 404,(check if you must) Tobi confronts Kisame. Tobi then takes off his mask to show Kisame who he is. After that Kisame addresses Tobi as Mizukage. Now in chapter 454 we see what the Mizukage looks like. Look at her hair ITS COVERING HER RIGHT EYE. Now if we look at Tobi we know his mask shows his right sharingan eye.(for yall who say its his left eye please make sure you know left from right and check out Tobi's mask)

On a side note look at the tall guy traveling with the Mizukage. His right eye is covered up as well so I don't know if that means something or not.

So what do yall think?

Well Im going to be very blunt about this but Tobi dosnt have boobs

I seriously doubt Tobi has long hair, and boobs.

So why did Kisame address Tobi as Mizukage though?

Tobi was the mizukage until he created the akatsuki i bleive

I think Tobi was the Mizukage, then he left, or he might be controlling the current Mizukage, or something.

That's right. Tobi was the Mizukage at one time, but he is not the current Mizukage.
