Tobi, who is actually Madara Uchiha is the TRUE leader of the akatsuki. Pein ACTS as the leader of the akatsuki, but Madara/Tobi is the true mastermind issuing orders.

tob(madara uchihai is the real leader but pain is the leader so that no one will know that madara is still alive.
